PierPass and the Clean Truck Fee
PierPass is the program at the Ports of Los Angeles and Long Beach that charges a Traffic Mitigation Fee on every loaded container moved through the marine terminals by truck, published per TEU and per 40 foot box and adjusted each year, to fund the extended gate hours the terminals keep. The Clean Truck Fee is a separate per TEU charge the two ports assess on loaded containers hauled by truck, funding the switch to zero emission drayage trucks. Both are billed to the cargo owner through the trucker or forwarder, not to the driver.
Why it matters
The two fees are unique to the largest US gateway and they are the first surprise on a first time importer’s Los Angeles drayage bill. A quote that leaves them out looks cheaper by a meaningful amount per box and then adds them back as pass throughs. Whether a drayage price includes them is the first question to ask of any Los Angeles or Long Beach rate.
When to use it
Any time a container moves through Los Angeles or Long Beach by truck. Rail moves out of the on dock rail yards and empty returns are treated differently under each program, so check which moves on your lane pay each fee. At every other US port neither fee exists, though some ports have their own gate or clean air programs.
